Longer on the levels you cannot see, and shorter on the one you can. Published system ranges run from roughly a decade to about twenty years, but that spread is not really about the product. In Boston it is about which level the membrane sits on. An exposed top deck is salted, plowed, snow-loaded and frozen, and it lands at the bottom of the range. Covered levels take traffic and the chloride tracked in on tires but neither the weather nor the plow, and they land near the top. Note what is not driving this: at this latitude UV is a minor factor next to chloride and freezing. Set replacement off measured condition rather than a date. Thinning in the wheel paths, adhesion loss at terminations, and fresh staining on the level below are the signals that matter.

Look up before you look down. Rust-colored streaks and white mineral crusting on the ceiling and columns of the level below mean chloride-bearing water has already crossed the slab and reached the reinforcing. On the deck itself: membrane worn to bare concrete in the wheel paths, blisters or delamination, joint hardware loose or lifting under traffic, sealant that has pulled cleanly off one joint wall, drains and scuppers that pond after rain, and spalled edges at joints where a freeze has pushed the concrete off. Any one of those is a repair. Three or four together mean the deck is past patching and needs a program, because every winter compounds the one before it.

Nearly always, and in Boston the harder constraint is the calendar rather than the closure. We break the deck into zones and keep the rest of the structure parking, coordinate the sequence with management, and give tenants notice before a lane, bay or ramp comes offline. Cure time is what forces a zone to stay empty, not the work itself. The seasonal limit is the real one: water-based coatings generally want about 50 degrees and rising, and Boston’s normal daily high sits below that from November through March, so membrane and coating scopes are effectively April-through-October work. Solvent-based silicone and urethane systems stretch the shoulder season, and a genuinely urgent winter leak gets different chemistry and a holding repair until the deck can be done properly.

There is, and it is usually the difference between two bids that look alike on paper. Resealing swaps the sealant and leaves the existing hardware in the deck, which is the correct and cheaper answer when the hardware is sound and only the seal has aged out. Replacement means the old joint system comes out entirely and a new one goes in, hardware included, which is what a worn, deformed or repeatedly patched joint needs. Most restoration contractors in this market only offer the first. Size and scope set the duration, and Boston’s season sets the outside limit. A single-level membrane replacement is commonly a matter of weeks. If the work cannot start before the fall, it is usually better to plan the main scope for the following spring than to fight cure temperatures in November. The permit is municipal, from the City of Boston Inspectional Services Department, and for repair scopes it is generally a short-form permit. If the structure sits in a local historic district, Landmarks Commission approval comes into it as well. And Massachusetts has no state product-approval or Notice of Acceptance regime of the kind Florida operates: membranes and sealants are accepted here on third-party testing and labeling under 780 CMR Chapter 17, so ask a bidder for evaluation reports rather than an approval number. Worth adding that Suffolk County, which covers Boston, has had no county government since 1999, so there is no county-level permit to chase.
