You can read Boston’s building history straight off the material, and each material fails in its own way. Federal-era and Victorian brick through Beacon Hill and the South End was laid up in high-lime mortar that was soft on purpose. Back Bay’s rows are brownstone, an arkosic sandstone whose feldspar-rich grains are held together by calcium carbonate and iron oxide, quarried at Portland, Connecticut from 1665 and later in enormous volume at East Longmeadow, Massachusetts, where more than fifty quarries were working at the height of the 1870s and 1880s building boom. Roxbury puddingstone, the Boston Basin’s own conglomerate at roughly 595 million years old, carries the main blocks of Old South Church and has held up notably well. Quincy granite, a dark blue-grey riebeckite stone, is at King’s Chapel, the oldest cut granite building in the country, and in the Bunker Hill Monument begun in 1825. Cape Ann granite, greenish grey and first quarried in 1824, shows up in landmarks, subway entrances and street gutters alike. Over the top of all that sits the early-twentieth-century commercial layer in stone, cast stone and glazed terracotta.

 

Two forces work on every one of those materials. NOAA’s 1991-2020 normals for Logan Airport give Boston about 68 days a year when the air temperature drops to freezing and climbs back through it again, roughly sixty of them between December and March, and each crossing is another chance for water already sitting in a joint or a stone to expand. Chloride arrives from two directions at once: airborne off the harbor on waterfront exposures, and thrown up as de-icing splash and spray at street level through a season for which the city keeps 37,000 tons of salt on hand. Brownstone contributes a defect all its own, since it decays worst in blocks that were set perpendicular to their bedding, which is why two stones in the same course can be in unrelated condition. And across the nine areas of Boston built on filled land, most pre-twentieth-century buildings stand on wooden piles driven fifteen to twenty-five feet down, sound indefinitely while submerged and eaten by bacteria once a drop in groundwater exposes their tops. Differential settlement from below opens and closes facade joints, so cracking here is frequently a movement question before it is a water question. Reading which one you have is part of our survey; the underpinning itself is not our scope, and we will say so plainly rather than coat over it.

Our technical reference is the National Park Service’s Preservation Briefs, where the accepted practice for this work is actually written down, and we read it against Boston’s own rules, which are unusually specific. The Beacon Hill Architectural Commission caps repointing mortar at one part cement to two parts lime to seven to nine parts sand and says outright that the reason is letting brick expand through freeze-thaw. The Back Bay Architectural District requires a high sand and lime content to protect the softer nineteenth-century brick, with method and specification submitted before masonry cleaning or repair starts. Naming the right reviewing body matters just as much as the mix. On privately funded work to a landmark or to a building inside a designated district, the approval is a Certificate of Appropriateness or Design Approval from the Boston Landmarks Commission or the district commission that covers you, and genuine maintenance and repair items can often be handled by administrative review instead of a public hearing. The Massachusetts Historical Commission does a different job: as State Historic Preservation Officer it reviews projects that carry state or federal funding, permits or licenses, and it does not review purely private work at all. Repointing is where Boston loses the most original fabric, and the city’s own commissions have written down exactly why. The Beacon Hill Architectural Commission sets a hard ceiling of one part cement to two parts lime to seven to nine parts sand, states that the point of it is accommodating brick expansion through freeze-thaw, wants the mortar color coming out of the aggregate rather than the binder, and asks for joints finished slightly concave or raked back at least an eighth of an inch. The Back Bay Architectural District requires high sand and lime content to preserve the softer nineteenth-century brick, matched to the original in color and profile. Both rules exist because a dense portland mix reverses which part of the wall is allowed to give: movement and trapped vapor get handed to the brick face instead of to the joint, and after enough of Boston’s roughly 68 freezing crossings a year the face is what comes off. That loss is permanent, because nothing on the market today matches an 1880s Boston brick or a bedded brownstone block for size, hardness, color and texture together. So the existing mortar gets analyzed before any replacement is written down, and the replacement follows from that analysis: binder and aggregate first, then permeability, then color, then the tooled profile, never a strength rating printed on a bag. Joints that have gone come out by hand anywhere a grinder would take brick with them, and joints still doing their job are left exactly where they are, since repointing a working joint spends original material for nothing. NPS Preservation Brief 2 expects good repointing to last at least thirty years and preferably fifty to a hundred, which only happens if the joint stays the sacrificial part of the wall.

Boston puts four quite different stones on the same street and they will not take the same treatment. Brownstone is the vulnerable one: an arkosic, feldspar-rich sandstone bound by calcium carbonate and iron oxide, and it decays worst in blocks that were set perpendicular to their bedding, so condition can vary wildly between neighboring units in one course. Roxbury puddingstone, the local conglomerate in the main blocks of Old South Church, has weathered comparatively well. Quincy and Cape Ann granite are harder again and want a different method entirely. If a limestone reference belongs on your building it is Indiana limestone specifically, not a generic geological label. Cleaning is the operation that destroys designated stone for good, because an aggressive process etches soft sandstone and removes a weathered surface that took a century to build and cannot be reinstated. We therefore establish the method on a discreet test area first and adopt the mildest process that actually delivers, which on brownstone usually means low-pressure water or a poultice well before anything abrasive enters the conversation. This is reviewable work too: the Back Bay Architectural District requires commission review of all proposed masonry cleaning and repair before it begins, the South End Landmark District treats masonry cleaning, repointing and painting as reviewable, and the Boston Landmarks Commission fee schedule lists masonry cleaning and repointing as its own application category. Where a unit is cracked through, spalled or has lost an arris, anything still capable of carrying load is pinned and reset, and new stone is cut only for the pieces that are gone altogether, shaped from the profiles its surviving neighbors still carry. Salvaged East Longmeadow sandstone has gone back into the Trinity Church tower, and that is the standard worth aiming at.

Historic sash is the element owners are most readily persuaded to discard, and in most cases the window itself is not what has failed. What has failed is glazing compound gone hard and dropped out, a paint film that stopped protecting anything several owners ago, hardware nobody has freed off in decades, corrosion in a steel muntin or a bottom rail, and an open perimeter joint at the frame-to-masonry interface, which is precisely where a nor’easter drives rain into the wall. Boston’s Federal, Victorian and early-twentieth-century stock carries wood sash, wood trim and cornices as designated character features, and the South End Landmark District standards name them in exactly those terms. On Beacon Hill the review trigger is whether an exterior alteration is open to view from a public way, so which elevation an opening sits on can change the approval route even when the physical repair is identical. We restore sash, frames and hardware in situ, keep any original glass that is still in place, and scope the surrounding opening as well as the unit inside it, since a corroding steel lintel or a failed sill lifts the coursing above and opens head joints over a sash that is otherwise perfectly sound. Where a unit truly cannot be saved, its replacement is made to the section, profile and light pattern of the survivors next to it, because a stock unit at roughly the right dimension announces itself from the sidewalk and announces itself louder in an application drawing. A restored original with its putty and paint maintained has no fixed retirement date. A sealed insulating unit does.

Lime render, parging and plaster turn up on Boston buildings in the places nobody photographs: rear and side elevations, party walls left exposed when a neighboring building came down, areaway walls, and the inner faces of exterior masonry. It is the same chemistry as the mortar next to it, so the same rule governs it. Traditional lime work was laid in successive coats, over masonry or over wood or metal lath, and every coat was meant to pass moisture along rather than hold on to it. Patch that with a cement or acrylic product and you have not sealed the wall, you have moved the freeze inboard: water that used to leave as vapor now sits behind an impermeable skin, and with about 68 freezing crossings a year at Logan it expands where it does the most harm, lifting the patch and taking original surface with it. So we rebuild in lime-based formulations gauged to the existing work, make good failed lath before anything goes over it, and finish to the original texture and hand-worked character instead of a flat modern float. The same discipline carries over to the cast stone and glazed architectural terracotta on Boston’s early-twentieth-century commercial fronts; the Boston Landmarks Commission’s own study of the Washington Street theatre district describes precisely that mix of stone, cast stone and terracotta. It also comes with a calendar. Lime needs the wall warm enough to cure and protected from freezing afterwards, which makes this a spring-through-autumn scope in Boston and makes winter work a question of enclosure and heat rather than optimism.

Architectural metal runs right through Boston’s designated inventory: bronze and brass storefront framing, cast-iron balconies and areaway gates, wrought ironwork and ornamental grillework, from Back Bay entrances and areaway railings to the cast-iron railings and balustrades that the South End district standards call out by name. Two chlorides attack them here and they arrive by different routes: airborne salt off the harbor on waterfront exposures, and de-icing salt thrown up as splash and spray at street level all winter. Patina is not the enemy, though. The developed surface on bronze and copper is part of what makes the metal historically valuable, so we take off the active, section-losing corrosion and leave the patina wherever it is not undermining the metal itself. Refinishing follows the original character, and stripping historic metalwork back to bare substrate is a last resort rather than a starting point.

A historic Boston wall and a new curtain-wall tower want opposite waterproofing strategies, and treating the first as though it were the second is the standard expensive mistake here. Soft brick, lime mortar and lime stucco assemblies were built to breathe, and in this climate that matters more rather than less: water driven into the wall by a nor’easter has to be able to leave again before it freezes. Seal that wall behind an impermeable membrane and you have not stopped the water, you have moved the freeze inside the masonry, where the expansion takes the face off the brick instead of evaporating harmlessly. So we specify vapor-permeable water repellents and joint sealants compatible with lime-based construction, reserve fully impermeable systems for the details the original design actually built that way, and treat the through-wall flashings, sills and copings as the real first line rather than asking a coating to do their job.

Boston Historic Preservation FAQs

Exterior work that is open to view from a public way, on a building inside one of Boston’s local districts or on an individually landmarked building. Envelope work is squarely in scope: the Commission’s own fee schedule prices masonry cleaning and repointing, changes to roofing materials, and major masonry repair. The document you need is a Certificate of Appropriateness, sometimes issued as a Design Approval, or an Exemption where the work falls outside the Commission’s purview. There are two tracks. Ordinary maintenance and repair can go through Administrative Review, which is delegated to staff and settled by email with no appearance required. Anything beyond that goes to Design Review at a public hearing, and the application has to be deemed complete 15 business days before the agenda it is meant to reach. In the Back Bay, review is required for all proposed masonry cleaning and repair before work starts. In the South End it covers masonry cleaning, repointing and painting, along with roof, cornice and dormer changes.

They are not, and getting the terms right is worth doing. Boston has Landmark Districts, an Architectural District, and Architectural Conservation Districts, and the Landmarks Commission oversees eleven of them: the Aberdeen, Bay State Road / Back Bay West Area, Highland Park, Mission Hill Triangle and St. Botolph Area Architectural Conservation Districts; the Back Bay Architectural District; Bay Village Historic District; the Historic Beacon Hill District; the Fort Point Channel and Monument Square Landmark Districts, the latter still under study; and the South End Landmark District. The Historic Beacon Hill District dates to 1955, and the Back Bay Architectural District was established by the Commonwealth in 1966. A building can also be individually landmarked without sitting in any district at all, which catches owners out more often than you would think. We confirm which regime your address falls under before we scope anything.

MHC is the State Historic Preservation Officer, and its review is triggered by government involvement in a project rather than by a building’s listing status. Federal funding, licenses, permits or approvals bring in Section 106 of the National Historic Preservation Act. State funding, licenses, permits or approvals bring in M.G.L. c. 9, sections 26 to 27C, implemented through 950 CMR 71. The submission is a Project Notification Form and MHC responds in writing within 30 days. The part owners most need to hear is the limit: MHC does not review purely private development that lacks state or federal involvement. If you are a private owner repointing a Back Bay brownstone with your own money under a city permit, your reviewing body is the district commission, not MHC. Confusing the two is one of the quickest ways to lose a construction season.

No, and the difference decides how much of your project is actually reviewable. National Register listing is federal recognition. On its own it does not restrict what a private owner does with private money; it becomes binding when there is federal funding, a federal permit or a federal license in the project, which is the Section 106 path through MHC. Local designation is the one with day-to-day teeth, because it requires a Certificate of Appropriateness before exterior alteration that is open to view from a public way. A Boston building can hold both, either, or neither. The South End, for example, is a local Landmark District and has been National Register listed since 1973. We establish your building’s designation status during scoping and tell you plainly which parts of the scope trigger review and which do not.

Freeze-thaw is the mechanism, and Boston has a great deal of it. NOAA’s 1991 to 2020 normals for Logan Airport work out to roughly 68 days a year when the air temperature drops to freezing or below and also climbs back above it, about 60 of them between December and March. That is a figure derived from the published normals rather than an official cycle count, but the direction is not in doubt: every one of those crossings is another chance for water held in the wall to freeze and expand. Soft nineteenth-century brick and brownstone are meant to be pointed with a mortar weaker than they are, so that movement, salt crystallization and ice all happen in the sacrificial joint. Hard Portland-cement mortar reverses that relationship. It is stronger and far less permeable than the masonry around it, so the expanding ice and the trapped moisture take the face off the brick or the stone instead of the joint. National Park Service Preservation Brief 2 states the principle directly: lime mortar is soft and porous and changes little in volume through temperature fluctuations, and a soft, high-lime mortar is necessary to keep a soft-brick wall permeable. Boston’s own commissions have written it into their rules. Beacon Hill caps mortar at one part cement to two parts lime to seven or nine parts sand expressly to accommodate brick expansion during freeze-thaw cycles, and the Back Bay requires a high sand and lime content to preserve the softer nineteenth-century brick.

Brownstone is an arkosic, feldspar-rich sandstone whose grains are cemented by calcium carbonate and iron oxide. It was quarried at Portland, Connecticut from 1665 and later at East Longmeadow, Massachusetts, which supplied the Back Bay building boom of the 1870s and 1880s from more than fifty quarries at its peak. Deterioration is worst in blocks laid perpendicular to bedding, and that is the whole story of a failing brownstone front: the stone delaminates sheet by sheet along its bedding planes, so one course can be shedding while the courses either side of it look sound. The filled land is a separate mechanism, and yes, it reaches the facade. Back Bay was filled between 1859 and about 1900, and it is one of nine areas of Boston built on fill, along with the South End, Bay Village, the Fenway, parts of Beacon Hill, Chinatown, the Leather District, the North End and the Fort Point Channel section of South Boston. Most pre-twentieth-century buildings on that fill sit on wooden piles driven 15 to 25 feet down. Submerged, those piles last centuries. If groundwater drops and the pile tops meet air, they decay and the building settles unevenly, which opens facade joints and cracks masonry from below. That is why cracking on a Boston front is often a movement problem as much as a water problem. We report what we observe and refer structural and geotechnical questions to the right specialists. We do not perform underpinning.

The Briefs are our default technical reference, and they set honest expectations at both ends of a job. On durability, Preservation Brief 2 holds that a good repointing job is meant to last at least 30 years and preferably 50 to 100, and that mortar joints are intended to be sacrificial and will need doing again eventually. There is no published Boston-specific repointing interval and we will not invent one. Between Boston’s freeze-thaw exposure and the commissions’ soft-mortar mandate, the interval is set by the condition of the joints, not by a date on a calendar. On schedule, masonry here has a season. The Briefs specify wall temperatures between 40 and 95 degrees Fahrenheit, and warming the sand and water rather than using antifreeze compounds, which are ineffective with lime mortars and can introduce harmful salts. Boston’s normal daily high sits below 50 degrees from November through March. So field work on a smaller historic commercial facade runs a few months inside that window, a full scope on a larger landmark building runs considerably longer, and district review adds calendar time before anyone mobilizes, since a Design Review application has to be complete 15 business days ahead of the hearing it is meant to reach.
