Traffic-Bearing Coatings, Expansion Joint Replacement & Waterproofing for Toledo Above-Grade Parking Structures
Above-Grade Parking Deck Restoration Specialists in Toledo, OH
A parking structure is the hardest-working asset on a Toledo property, and it takes its damage on a calendar. From November into March, brine and rock salt come up the ramps on tires and wheel wells of every car entering a downtown, Uptown or hospital garage, drip onto the slab, and wash into whatever the last thaw opened. Chloride is the agent that matters. It reaches the reinforcing steel, the steel corrodes and expands against the concrete around it, and the concrete spalls off. Freeze-thaw does the rest, prying cracks wider every night the temperature crosses freezing. On an exposed top deck, add meltwater that drains slowly across a surface designed for rain and snow load that a covered level never carries.
Presto Restoration restores and waterproofs above-grade parking structures across Toledo, Maumee and Perrysburg, including elevated decks, freestanding garages and rooftop parking levels. We install pedestrian and vehicular traffic-bearing membrane systems, replace horizontal and vertical expansion joints with the option to upgrade to a higher-performing system, and seal drive lanes, parking bays and stair towers. Above-grade parking is the whole of this practice, which is why the crews arriving at your structure have done this specific work many winters over.
OUR PARKING DECK RESTORATION SERVICES IN TOLEDO
From traffic coatings to full expansion joint replacement, Presto covers the whole scope, specified around what actually damages a parking structure in northwest Ohio: chloride, freeze-thaw and standing meltwater.
A deck membrane has an unforgiving brief. It has to keep water out of whatever sits below while surviving tire scrubbing, wheel loads, dripped fluids, plow and shovel contact, and a slab that expands and contracts through a hundred-degree annual range. In Toledo the decisive test is chloride: the membrane is the only thing standing between de-icing salt and the reinforcing steel. Presto installs high-performance traffic-bearing membranes for drive lanes and parking bays, with pedestrian-rated systems for walkways, stair towers and rooftop amenity decks. They go down as seamless liquid urethane and polymer coatings bonded to the concrete, so there are no laps for brine to find. Every installation follows manufacturer specification and is documented to protect warranty coverage.
The horizontal joints crossing a garage drive lane exist so the structure can move, and in Toledo they move a long way: a concrete deck contracts measurably between an August afternoon and a January night. When the seal or the hardware gives out, salted meltwater pours straight through to the levels beneath and starts working on the steel down there. Presto performs complete horizontal expansion joint replacement, hardware included. We can match the existing system in kind or, where the owner prefers, upgrade to a newer product line rated for higher movement and heavier traffic. Having installed systems from effectively every major manufacturer, we fit the product to the movement your structure actually shows.
Where a deck meets a wall, a column or an adjacent building section, the vertical joint takes movement that behaves nothing like a drive-lane joint and needs a different installation technique to hold. These joints are also where salted water tends to collect and sit, at the low edge of a slab, against a cold wall, in the shade, which is precisely the condition under which it freezes soonest. Presto covers the full scope: complete system replacement, hardware swaps, resealing and targeted repair. Getting the vertical joints right closes one of the most persistent water-entry points in a Toledo garage.
A garage stays dry only when every path is closed, not just the field of the membrane. Control joints, construction joints, cold joints and the dozens of penetrations where drains, conduit and structural elements pass through the slab all have to be detailed. Presto builds the whole waterproofing scope with silicone, polyurethane and polymer sealants chosen per joint profile and exposure. In northwest Ohio drainage is what decides the outcome: a top deck that ponds holds an ice sheet rather than a puddle, and a blocked or badly detailed drain in February sends that water sideways under the membrane instead of down through it.
The sealant in a control joint, a cold joint or a minor construction joint does some of the hardest work in a garage and gets inspected last. Wheel loads, standing meltwater and repeated freezing crack and debond it early, and once it is gone the brine soaks into the slab instead of running off it. Presto removes the failed material, prepares each joint as the manufacturer requires with backer rod and primer where specified, then places traffic-rated sealant built for the movement. Getting these right is what stops chloride slipping past a perfectly sound traffic membrane, which is the pattern we keep finding in garages waterproofed a piece at a time over the years.
Our Parking Deck Restoration Process in Toledo
Every Toledo parking deck project moves through five phases built to find the real problem, specify systems that survive chloride and freeze-thaw, and keep as much of the garage open as possible while the work runs. Timing is part of the specification: membranes and sealants have minimum application temperatures and cure windows, so deck work is planned inside the northwest Ohio working season.
Parking Structure Survey
We walk the whole garage: traffic membranes, horizontal and vertical joints, joint sealants, drains and scuppers, and every active leak or stain on the levels below, with attention to where salted meltwater collects.
Diagnostic Testing
Water in a garage rarely enters above where it appears. Targeted water testing and tracing identify which joints, membranes or penetrations are actually passing it, so the scope repairs the cause rather than the ceiling below it.
Scope & System Selection
We select membranes, joint replacements and sealants to match your structure, its traffic and its exposure, with phasing planned so the garage keeps working and the work lands inside the season the products need.
Restoration Installation
Crews phase section by section so levels stay open. Materials go in to manufacturer specification, with close control of substrate preparation, moisture content and cure time before traffic returns.
Closeout & Warranty
You receive full warranty paperwork, product data sheets, before-and-after photography, and maintenance guidance, including what to ask of your snow removal contractor so the new membrane is not damaged.

Toledo Parking Deck Restoration FAQs
How long does a traffic membrane last on a Toledo garage?
Ten to twenty years is the usual range, and where a given deck lands inside it comes down to chloride exposure more than to traffic count. An exposed top deck that is plowed and salted every winter, holds meltwater in the low spots and freezes overnight will wear out well before a pedestrian membrane in a covered stair tower. Entry ramps and the first bay inside the door are the other early failures, because that is where salt comes off the tires. A full structural inspection every five years catches the wear before water reaches the steel.
What should I be looking for?
Water dripping or staining on the level below the deck. Cracking, bubbling or bare patches in the traffic membrane, especially along drive lanes and at ramp transitions. Expansion joint hardware that is loose, lifted or leaking. Sealant pulled away from a joint wall. White efflorescence or rust-colored staining running down the underside of a slab, which means chloride has already reached the reinforcing steel. Spalled concrete or exposed rebar at a slab edge or column base. Any of these warrants a look before the next salting season.
Do you have to close the garage?
Almost never the whole of it. We phase the work across sections so most of the structure stays open, coordinate scheduling with property management, and give tenants advance notice of temporary lane or level closures. Membranes need uninterrupted cure time, so brief phased closures are unavoidable, and in Toledo those cure windows are also temperature-dependent, which is why deck work is scheduled inside the working season rather than squeezed into the shoulder of it.
Is there a real difference between resealing a joint and replacing it?
A large one. Resealing swaps the sealant and leaves the existing hardware, which is the right call when the hardware is sound and only the sealant has failed. Replacement pulls out the joint system entirely and installs new, which is what is needed once the hardware itself is worn, deformed or corroded, and in a salted garage that happens sooner than owners expect. We assess the actual condition of each joint and recommend accordingly, including upgrading to a higher-movement system where the structure justifies it.
How long does a project take?
A focused membrane replacement on a small deck takes roughly two to four weeks. A large multi-level garage needing traffic coatings, joint replacement and complete sealing generally runs three to six months. The Toledo qualifier is seasonal rather than structural: coatings and sealants will not cure below their minimum application temperature, so a scope beginning late in the autumn is often phased into the following spring. That is set out during scoping, with the closure plan, so tenant communication can be arranged around it.
Does Presto pull the permits?
Yes. Applications for parking structure work go to the City of Toledo Division of Building Inspection, or to Lucas County or Wood County where the property sits outside the city, and our project management team files them. Where another contractor is already managing construction at the property, we permit through them instead. General liability and workers’ compensation cover every Presto project nationwide, and we meet all applicable local and state requirements.
