El Paso, TX Historic Preservation and Landmark Restoration
Very little of El Paso’s oldest building stock arrived on a truck. Downriver at Ysleta, Socorro and San Elizario, the Mission Valley holds walls that have been in continuous use longer than almost anything else standing in Texas, raised in earth and finished in lime. Sunset Heights and Magoffin carry brick and adobe now working as offices and small commercial space, Segundo Barrio holds dense early storefront and tenement blocks, and downtown was built at the scale it was, the Mills Building and the Hotel Paso del Norte in brick and terra cotta among it, on the trade crossing the international bridges, the same cross-border economy that still fills the warehouse and distribution stock out toward the airport. Fort Bliss is one of the largest historic military masonry inventories in the country and is still in daily service. UTEP’s Bhutanese campus has no architectural parallel anywhere in the world. What runs through all of it is soft, permeable material: adobe, lime mortar, lime render and early brick, none of which behaves like anything a modern envelope contractor reaches for first, and every bit of it sitting at 3,800 feet under nine inches of rain a year and an ultraviolet load that never eases off.

Most of what we specify rests on the National Park Service’s Preservation Briefs, which remain the technical reference preservation architects and review staff already keep to hand, read against the particular wall each time rather than applied as a formula. In practice that means lime mortars mixed weaker than the units they bed, cleaning gentle enough for earthen and lime-rendered surfaces, protection that lets a wall dry outward instead of sealing it shut, and, wherever original fabric can be kept, repair in kind instead of replacement. The review counts as part of the job here, not a formality bolted on at the end. Exterior alterations to a designated El Paso property require a Certificate of Appropriateness from the Historic Landmark Commission under Chapter 20.20 of the city code, with the Historic Preservation Office inside Planning and Inspections handling the applications, and a specification drawn up without that in view rarely survives its first reading.
PRESERVATION WORK PRESTO DOES IN EL PASO
Landmark property, locally designated buildings and the adobe and lime-stucco stock that predates most of the street around it all call on the same careful trades, and Presto runs every one of them across El Paso County and the valley towns.
On an adobe or early brick wall in El Paso the joint is meant to be the weakest thing in it. Lime and mud mortars were mixed softer than the units on purpose, so that daily movement is taken up in the bed rather than through the face of the material, and so that whatever water gets in can leave again as vapor. Repoint the same joints in a hard Portland-cement mix and both of those functions are cancelled at once. The wall keeps taking water in at a coping or an open head joint, but now the only way out is through the adobe or the brick, and in air this dry it evaporates fast and leaves its dissolved salts behind at the surface. The white bloom on so many older walls here, and the crumbling face just behind it, are that process at work. Our masons rake out failed joints by hand rather than running a grinder along the arris, match the existing mix in strength, color and aggregate, and tool the new work back to the profile the wall already had.
Adobe is the material owners are most often told to write off and the one most often salvageable. A mud-brick wall usually fails at the two ends: at the base, where splash and ponded monsoon runoff have eaten a course or two away, and at the head, where a failed parapet or roof edge has been letting water down inside the wall for years. Neither is a demolition case. We rebuild lost courses in adobe made up to match the existing brick in soil, straw content and size, key the new work into sound original fabric, and re-render in lime so the wall can still dry outward. What we will not do is jacket an adobe wall in cement stucco or a modern elastomeric coating. That is the commonest way a two-hundred-year-old wall is lost in this part of Texas, because the water still arrives and now has nowhere to go but back into the earth behind the coating.
Ultraviolet at this elevation is harder on a historic window than anything else that touches it. Linseed putty that would give decades of service in a lowland city goes chalky here, shrinks and drops out of the rebate, and once the glass is loose the sash starts admitting blown grit and, in late summer, water. Owners are usually told the answer is replacement. It rarely is, and on a designated building it puts a Certificate of Appropriateness in question. Wood sash in Sunset Heights and Magoffin, and the steel casements downtown and across the older Fort Bliss buildings, almost never fail at the frame. What fails is the putty, the paint film, corroded muntins, hardware painted shut and perimeter sealant that dried out years ago. We repair those, keep the original glass and hardware in service, and put the building onto a maintenance cycle instead of a replacement cycle.
Almost every Spanish Colonial and Mission Revival elevation in El Paso is a lime render over something soft, and the render is doing far more than decoration. Coats of traditional lime stucco were floated on to move moisture out of the wall and let the air take it, and that is the reason the oldest of it is still standing. Cement and acrylic products do the reverse. Patch a lime-rendered adobe or brick wall with either and the moisture that gets in behind is sealed there, and in a desert it does not sit quietly. It concentrates, it works on the original render and the material behind it, and it pushes salt out through whatever face can still breathe, which is generally the original stucco right beside the patch. Repairs go back in lime, lath and keying that has failed is replaced, and the finish coat is floated by hand until it disappears into the irregularity of the work around it. On a property going through Certificate of Appropriateness review, that texture match is a large part of what the application is judged on.
Bronze entrance screens on the downtown blocks, pressed-metal cornices along El Paso Street, ironwork through Sunset Heights and Magoffin and the ornamental grilles on the older Fort Bliss buildings all sit in the same inventory and all come apart the same way here. Corrosion is a minor player in nine inches of rain a year. What takes these surfaces down is ultraviolet and a temperature swing that works the metal through a full expansion cycle every day of the year, lifting and chalking the coating until bare metal is showing, after which wind-driven sand scours the exposed area far faster than weather alone would. Patina on bronze and copper is historic surface, so we take off only what is actively destroying the metal beneath it, leave the rest, and refinish in a system matched to the alloy and rated for the sun it has to stand under. Going back to bright substrate is the last option here, never the first.
A historic El Paso wall spends most of the year bone dry and then takes two inches of rain in an hour in August. That is a very different loading from steady rainfall, and it is why sealing one of these walls is such a reliable way to ruin it. Adobe, lime mortar and traditional render were built to absorb a short violent wetting and give it back to the air over the following days, which the desert does very efficiently as long as the surface is left open. Wrap the same wall in an impermeable coating and the monsoon water still finds a way in at a parapet, a sill or an open joint, but the drying route is closed, so it travels inward and comes back out as salt crystallizing under the coating until the face lets go. What we specify instead are repellents and sealants that let vapor through and sit comfortably with lime-based construction. Impermeable systems go only on the horizontal surfaces that were always meant to shed rather than breathe.
The Five Phases of an El Paso Historic Project
Original fabric does not offer a second attempt, and in El Paso a good deal of it is earth rather than stone, which narrows the margin further still. Nothing is ordered until we know what is already in the wall: the lime mix and its aggregate, the soil and straw in the adobe, the render coats, the glazing system and the metal alloys. Whatever cannot be identified by eye goes out for laboratory testing.

Common Questions on El Paso Landmarks
How is preserving an adobe building different from restoring a modern one?
The end point is the same, a building that keeps water out and works, but on a designated property you have to get there without consuming the material that made it worth keeping. In El Paso that constraint bites harder than in most cities, because a large share of the historic stock is earth and lime rather than fired brick or cut stone, and earth is unforgiving of the products a general contractor would ordinarily reach for. So the mortar is lime, the cleaning is calibrated rather than aggressive, coatings are chosen for what they let out rather than what they keep off, and repairs stay reversible where that is possible. It takes longer and the square-foot cost is higher. It is also the only version of the work that a review board will accept and the wall will survive.
Why is cement mortar so dangerous on adobe and soft historic brick?
Because it reverses which part of the wall is expendable. The bed in an adobe or early brick wall was mixed weak on purpose, so it takes up movement and lets water leave as vapor. A Portland-cement joint is harder than the material on either side of it, so movement and moisture have to leave another way, and the only route left runs through the face of the adobe or the brick. In a nine-inch-a-year climate that exit is fast evaporation, which leaves dissolved salts behind. They crystallize at and just under the surface, and the pressure of that crystallization lifts the face away in sheets. Efflorescence is the visible warning; the damage is happening a few millimeters behind it. Getting the replacement mix right in strength, porosity and color is not a detail of the repair. It is the repair.
Can an adobe or rendered building be made comfortable to occupy year round?
Usually better than owners expect, and the building is often already doing most of the work. A thick adobe or rendered masonry wall has serious thermal mass, which is exactly the right property in a climate where the temperature can fall thirty degrees between afternoon and dawn. It flattens the daily swing with no mechanical help at all. Reglaze the original sash and casements with fresh putty, seal them properly at the perimeter, and they come close to a replacement unit on performance while lasting far longer than one. Vapor-open coatings tend to outlive impermeable ones here for the same reason they protect the wall better. Everything we do is on the outside of the building; interior mechanical and insulation work is best given to a contractor who handles historic-rated systems.
What is a realistic program length for adobe and lime work?
Longer than the modern equivalent, because the pace is set by curing time and hand technique rather than by headcount. Reckon on two to four months for envelope work on a modest historic commercial building in El Paso. A downtown landmark taken through a full scope, or a larger adobe property, can occupy six months to a year. Lime imposes a constraint cement does not: render and mortar both want controlled drying, so floating a coat in June, sun straight overhead and the air holding almost no moisture, means shading and damp-curing the work rather than simply applying it. Review time sits above all of that, and we program it in when we scope.

The owner and their preservation architect lead the submission, which is normal and is the right way round. Our part is the accurate scope, the material specifications and the photographic record that will stand up to the reading a Certificate of Appropriateness gets. We then program the work around the outcome instead of assuming it, which is the difference between a project that starts on time and one that waits a cycle.
Whose technical guidance are your specifications written against?
Chiefly the Preservation Briefs published by the National Park Service. They are the reference this trade has settled on, and the individual Briefs land squarely on what El Paso has: adobe and earthen building conservation, masonry cleaning, mortar formulation, stucco and render repair, and window restoration.
